Quick overview

The European Health Alliance on Alcohol (EHAA) supports the WHO draft resolution linking alcohol use to liver disease. The resolution, to be voted on at the World Health Assembly in May, recognises alcohol as a major, preventable contributor to noncommunicable diseases.

The European Health Alliance on Alcohol (EHAA) has expressed strong support for the WHO draft resolution “Liver Disease – Strengthening the Global NCD Response by Addressing Alcohol Use”, tabled for consideration at the upcoming World Health Assembly (WHA).

The resolution explicitly recognises the role of alcohol as a major, preventable contributor to liver disease and its broader impact on noncommunicable diseases (NCDs). EHAA highlights that addressing liver disease without tackling alcohol use would leave a significant gap in global NCD strategies.

EHAA’s Position Statement calls on all Member States to:

  • Prioritise alcohol harm reduction in national liver health and NCD strategies

  • Strengthen surveillance and monitoring of alcohol-attributable liver disease

  • Implement evidence-based alcohol policies, including pricing, marketing restrictions, and health warnings

  • Invest in prevention, early detection, and equitable care across the liver disease continuum

  • Embed alcohol harm reduction within universal health coverage

The position statement reflects EHAA’s commitment to supporting WHO, Member States, and global partners in advancing evidence-based alcohol policies and reducing alcohol-related harm.
